Vlogger Norman Mangusin, also known as “Francis Leo Marcos” was arrested by operatives of the Philippine National Police Criminal Investigation and Detection Group National Capital Region (PNP-CIDG NCR) at a hotel in Pasay City on Tuesday, Feb. 24, according to the National Police Commission (Napolcom).

In a statement, Napolcom commissioner Rafael Vicente Calinisan said Mangusin was served a warrant of arrest issued by the Parañaque Regional Trial Court (RTC) Branch 294.

“I confirm that Norman Mangusin, also known as Francis Leo Marcos, was arrested today by the Philippine National Police Criminal Investigation and Detection Group (CIDG NCR) at the (hotel) by virtue of a warrant of arrest issued by the Regional Trial Court Branch 294 Parañaque City,” Calinisan said.

Authorities said Mangusin was eating at the time of his arrest at the hotel.

The arrest stemmed from a case of multiple unjust vexation in connection with his alleged unauthorized wearing of a Philippine National Police (PNP) uniform.

The commission is also looking into serious concerns involving his alleged use of multiple names, passports, and birth certificates, as well as the reported presence of unauthorized security personnel.

“We have also sent formal communications to the Department of Foreign Affairs and the Philippine Statistics Authority requesting document verification and informing them that certain records may have been fraudulently acquired,” Calinisan added.

He stressed that authorities would not tolerate deception or abuse of the system.

“Let me be clear: kapag may panlilinlang, kapag may pag-abuso sa sistema, at kapag may paggamit ng huwad na pagkakakilanlan o simbolo ng atoridad, kikilos ang batas. Walang sinuman ang maaaring magpanggap o manlinlang nang walang kaparusahan,” he said. “We will hold him accountable.”

Earlier, Napolcom was reportedly considering the permanent takedown or closure of Mangusin’s social media pages in light of the ongoing investigation.
