

A 2023 Facebook post from the Department of Public Works and Highways (DPWH) Regional Office III has resurfaced online, showing photos of former Senator Ramon "Bong" Revilla Jr. with former Bulacan district engineer Henry Alcantara, after Senate hearings on alleged anomalies in government infrastructure projects.
The post featured photos of Revilla and Alcantara inspecting flood control projects in Paombong and Hagonoy, Bulacan.
Alcantara testified before the Senate Blue Ribbon Committee, alleging that former DPWH Undersecretary Bernardo allegedly told him that the ₱300 million General Appropriations Act (GAA) insertion in 2024 was allocated for Revilla.
“Ayon kay Usec. Bernardo ang GAA insertions noong 2024 na nagkakahalaga ng P300 million, sabi niya po sa akin para kay Senator Bong Revilla na noon ay kumandidato bilang senador sa 2025,” said Alcantara.
"Henry kay Sen. Bong yan baka gusto mong tumulong sa kanya e dagdagan mo pa ang proponent ikaw na bahala!," he quoted Bernando in his sworn affidavit.
Moreover, Alcantara, during the hearing, maintained that he never personally spoke with Revilla.
"'Yun po ay ayon kay Usec. Bernardo. Never ko pong nakakausap si Senator Bong Revilla, never po," he said.
During the hearing, Alcantara detailed how he and Bernardo allegedly manipulated the allocation of flood control funds, which were then distributed to select politicians.
He also named several lawmakers and former officials, including Rep. Zaldy Co, Sen. Joel Villanueva, Sen. Jinggoy Estrada, and former Caloocan Rep. Mitch Cajayon-Uy of receiving budget insertions and kickbacks from government projects.
Alcantara’s testimony was backed by former assistant district engineer Brice Hernandez, who affirmed the sworn statement before the Senate panel.
As of now, the former senator has not issued a statement regarding the allegations.
