

Navotas Lone District Rep. Toby Tiangco has filed an ethics complaint against Ako Bicol Party-list Rep. Elizaldy Co on Tuesday, following the revelation of Co’s alleged insertions in the 2025 General Appropriations Act (GAA).
The complaint, submitted to the House Committee on Ethics and Privileges, stemmed from former Department of Public Works and Highways (DPWH) District Engineer Henry Alcantara’s allegations during the fifth hearing on flood control anomalies held by the Senate Blue Ribbon Committee, reported RH 12 Milky Rigonan.
Aside from the ethics complaint, Co must also throw light on the small committee records during his time as chairman of the 19th Congress House Committee on Appropriations, as well as the failed or “ghost” projects built by Sunwest Inc., of which he is said to be one of the owners, Tiangco said.
Co remains abroad even as he is being sought in connection with alleged budget insertions, prompting House Speaker Faustino Dy III to cancel his travel authority and order his return to the country.
Co has been given 10 days to fly home.
