

The Metropolitan Manila Development Authority (MMDA) suspended the implementation of the expanded number coding scheme in Metro Manila on Monday afternoon, July 21, due to heavy rains and flooding caused by the enhanced southwest monsoon or Habagat.
“Suspendido ang pagpapatupad ng number coding scheme simula ngayong hapon ng Hulyo 21, 2025 dahil sa matinding ulat na dulot ng habagat,” the MMDA said on Facebook post.
In an advisory, the MMDA said the move aims to ease the burden on motorists amid widespread rainfall and traffic disruptions.
With this, vehicles with plate numbers ending in 1 and 2 are now allowed to travel on major roads at any time for the rest of the day.
The announcement follows Malacañang’s issuance of Memorandum Circular No. 88, suspending government work and classes at all levels in Metro Manila, Cavite, Rizal, Batangas, Laguna, Zambales, and Bataan due to persistent rains.
“Mag-ingat sa pagmamaneho ngayong maulan at sundin ang batas trapiko para sa kaligtasan sa daan,” the MMDA advised motorists.
