

The Metro Manila Council (MMC) clarified that its newly approved resolution on street parking will not impose a total ban, but instead introduce stricter regulations depending on the type of road.
In an interview with Mayor Francis Zamora on DZRH’s Dos Por Dos, it was clarified that it will not be a total ban but rather a targeted measure depending on road classification and traffic conditions.
"Gusto po naming ipaalam sa lahat na hindi po ito magiging total street parking ban. Hindi po talaga pwedeng sa lahat ng kalye sa lahat ng oras ay bawal pumarada," Zamora clarified.
According to Zamora, street parking will be prohibited 24/7 along national roads, primary roads, major thoroughfares, and Mabuhay lanes to ensure smoother traffic flow.
Conditional Parking
For national secondary roads, parking may still be allowed through local ordinances, except during rush hours from 7:00 a.m. to 10:00 a.m. and 5:00 p.m. to 8:00 p.m.
Meanwhile, for smaller streets that do not usually experience heavy traffic, one-side parking may be permitted under local ordinances — provided that emergency vehicles such as fire trucks and ambulances can still pass through without obstruction.
Zamora emphasized that a total parking ban is impractical, especially in areas where side streets serve as necessary parking spaces for residents and businesses.
“Hindi po talaga pwedeng lahat ng kalye ay bawal ang parking. Napakahirap ng total parking ban. Mas praktikal ang ganitong paraan,” Zamora explained.
MMC stressed that local government units (LGUs) must amend their existing ordinances within 30 days to align with the resolution.
"Nakalagay po sa council resolution, dapat within 30 days ay dapat maka-comply na ang mga LGU. Tiwala naman ako na magagawa ito. Hindi po talaga pwedeng lahat ng kalye ay bawal ang parking," he said.
The clarified rules aim to balance the need to ease traffic congestion on major roads while still accommodating parking needs in less congested areas.
Meanwhile, the Metropolitan Manila Development Authority (MMDA) has released MMDA Regulation No. 25-001, where parking on primary roads in Metro Manila is prohibited.
