MMC OKs resolution banning street parking on key Metro Manila roads

The Metro Manila Council (MMC) has approved a resolution prohibiting street parking along selected major roads in the National Capital Region.

Under the resolution, parking on national primary roads will be banned, while parking along national secondary roads will only be allowed during specified hours and in accordance with local ordinances.

According to the Metropolitan Manila Development Authority (MMDA), parking may still be allowed on national secondary roads depending on city and local government unit (LGU) ordinances. Parking may also be regulated outside rush hours, which run from 7:00 a.m. to 10:00 a.m. and 5:00 p.m. to 8:00 p.m.

The new policy is anchored on MMDA Regulation No. 25-001, which lists dozens of major roads where street parking will be banned. These include:

  • C.M. Recto Avenue (from Roxas Boulevard to Legarda St.)

  • Pres. Quirino Avenue (from Roxas Boulevard to R10)

  • Araneta Avenue (N. Domingo to R10) and G. Araneta Avenue in Quezon City

  • Epifanio Delos Santos Avenue (EDSA), from Monumento Circle to Macapagal Avenue, including portions in Caloocan, Quezon City, San Juan, Mandaluyong, Makati, and Pasay

  • Katipunan/C.P. Garcia Avenue (Commonwealth Avenue to South Super Highway)

  • Southeast Metro Manila Expressway

  • Roxas Boulevard (P. Burgos to NAIA Road)

  • Taft Avenue, Osmeña Highway/South Super Highway, J.P. Rizal, Ortigas Avenue, Marcos Highway/Magsaysay Boulevard/Aurora Boulevard, España Boulevard/Quezon Avenue/Commonwealth Avenue, A. Bonifacio Avenue, Rizal Avenue/McArthur Highway, and Del Pan

  • As well as Bonifacio Drive, Elliptical Road, Mindanao Avenue, Dr. A. Santos Avenue (Sucat Road), Ninoy Aquino Avenue, Shaw Boulevard, Boni Avenue, and Alabang–Zapote Road

In an interview during DZRH's Dos Por Dos, San Juan City Mayor Francis Zamora said the resolution’s implementation depends on LGUs updating their ordinances to align with the MMC measure.

“Kailangang mag-amyenda ang mga LGU ng existing ordinances para mag-align sa ating MMC resolution. Nakikita ko na mabilis na proseso lang ito,” Zamora said.

“Nakalagay po sa council resolution, dapat within 30 days ay maka-comply na ang mga LGU. Tiwala naman ako na magagawa ito. Hindi po talaga pwedeng lahat ng kalye ay bawal ang parking,” he added.
