by Mika Jenymae Rasing08 May 2025

Fifteen personnel of the Valenzuela City police were relieved by the Northern Police District for robbery extortion.

RH 23 Edwin Duque reported early Thursday, May 8, that the arrested personnel include three investigators and two officials. The investigation stemmed from a complaint filed by an anonymous plaintiff, who claimed that certain personnel were involved in robbery extortion.

Based on the report, the complainant could not name the other personnel involved in the case, but stated that the investigation will continue.

PCOL. Nixon Cayaban, Chief of Police of the Valenzuela City Police Station, said they do not and will not tolerate any form of misconduct within the force.

“We do not, and will never, tolerate any wrongdoing among our ranks. It is especially disheartening when those entrusted to uphold justice betray public trust,” the officer said in a Facebook statement.

“Let this serve as a stern warning—no one is above the law. I have immediately ordered a full investigation and the administrative relief of them,” he added.

Based on the statement, the arrest was conducted during an entrapment operation at 9:00 PM on Wednesday.

Among the 15 personnel relieved are two unit chiefs, from the Station Investigation and Detective Management Branch (SIDMB) and Special Investigations Unit (SIU). Meanwhile, the remaining 13 are Police Non-Commissioned Officers (PNCO).
