MMDA clarifies: No NCAP violation for motorists giving way to emergency vehicles

The Metropolitan Manila Development Authority (MMDA) has assured the public that motorists who give way to emergency vehicles will not be penalized with citation tickets.

MMDA issued the assurance to address concerns raised by some motorists over following the reinstatement of the No Contact Apprehension Policy (NCAP).

The agency clarified that traffic violations caught on CCTV are not automatically subject to citation, as each case undergoes manual review and validation before a notice is officially issued to the offending motorist.

With this, if the manual review confirms that the vehicle yielded to an ambulance, fire truck, or other emergency vehicles, the driver will be cleared of any traffic violation.

"Hindi maiisyuhan ng citation ticket ang mga sasakyan na nasa ganitong sitwasyon. Nararapat lamang na magbigay-daan ang mga motorista sa mga emergency vehicles gaya ng mga ambulansya, fire trucks, at iba pa," MMDA said in a Facebook post.

"Ang mga sasakyan na nag-violate at nakunan ng CCTV cameras ay hindi automatic na natitiketan. Ang mga litrato at footages ay dumadaan sa manual review at validation alinsunod sa proseso ng NCAP," the agency added.

Meanwhile, as of 11 a.m. today, a total of 394 apprehensions have been recorded on the third day since the return of NCAP.

DZRH News observed light traffic along Marcos Highway and C5, both covered by the NCAP, just like other major roads under the MMDA.

NCAP resumed on Monday, May 26, following the Supreme Court of the Philippines’ partial lifting of the temporary restraining order (TRO) on the policy last May 20.

This policy utilizes cameras and automated systems to detect traffic violations such as running a red light, obstruction, and illegal lane changes. Instead of being apprehended on the road, violators will receive a notice via mail and can settle their penalties online.
