Manila City Mayor Isko Moreno signs the executive order 41, refraining prohibited items and disturbing activities around the vicinity of the 2025 bar exam testing place.
The 2025 Bar Examination will take place on September 7, 10, and 14, 2025, in two testing areas in Manila, namely San Beda University and University of Santo Tomas (UST). As the city prepares for this upcoming event, Moreno ordered to maintain peace and order by implementing the following:
Section 1: Liquor Ban within a 500-meter radius around San Beda University and University of Santo Tomas.
a. Midnight of September 6 until 10:00PM of September 7, 2025
b. Midnight of September 9 until 10:00PM of September 10
c. Midnight of September 13 until 10:00PM of September 14
Section 2: Prohibition of Ambulant Vendors within a 500-meter radius around San Beda University and University of Santo Tomas.
a. September 6 until midnight of September 8, 2025
b. September 9 until midnight of September 12, 2025
c. September 14 until midnight of September 16, 2025
Section 3: Noise Control and Mitigation within the 500-meter radius around San Beda University and University of Santo Tomas on the same dates stated in Section 2. Any loud noise from speakers, karaoke, alarms, manual or electric-emitting sound devices, including persons or groups, shall be banned.
Section 4: Prohibition of Disruptive Activities in the same places and dates;
a. Mass/ political gatherings/ demonstrations not related to the Bar Examinations
b. Parades
c. Salubong
d. Parties
e. Concerts
f. Karaoke/Videoke
g. Other activities that are scandalously loud or would otherwise tend to cause disruption
Section 5: Road Closures, Police, and Traffic Stations: Full and partial road closures will also be implemented:
For the University of Santo Tomas:
a. Closure of Dapitan Street from 2:00AM to 7:00PM on September 7, 10, and 14, 2025
b. Closure of the two outermost westbound lanes (UST side) of Espana Blvd from 2:00AM to 8:00AM, and 3:00PM to 7:00PM on September 7, 10, and 14, 2025
For San Beda University:
a. Closure of Mendiola St. from 2:00AM to 7:00PM on September 7, 10, and 14, 2025. Both lanes shall be closed to unauthorized vehicles; the lanes on the San Beda University side shall be closed to all pedestrians as well.
b. Closure of Concepcion Aguila St. from 2:00AM to 7:00PM on September 7, 10, and 14, 2025. Both lanes shall be closed to unauthorized vehicles and pedestrians, except residents.
c. Closure of Legarda St. (two lanes from San Rafael St to Mendiola St [eastbound only]) from 2:00 AM to 7:00PM on September 7, 10, and 14, 2025. The eastbound lane shall be dedicated as drop-off and pick-up points for Bar Examinations stakeholders.
For the National Headquarters (Blessed Pier Giogio Frassati, O.P Building, UST):
a. Closure of Extramadura St. from 2:00AM to 7:00PM on September 7, 10, and 14, 2025
Violators of this order will face penalties under existing laws and ordinances.
Mayor Moreno has also instructed all relevant departments to ensure strict implementation of this order for the safety and security of individuals inside and outside the testing areas.
