

The low pressure area located west of Calayan, Cagayan has developed into Tropical Depression "Bising" early Friday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
In its 5 a.m. forecast, PAGASA said Bising was last spotted 200 km west-northwest of Calayan, Cagayan, packing maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving southwestward at 20 km/h.
Meanwhile, the Southwest Monsoon (Habagat) continues to affect Central and Southern Luzon, Visayas, and Mindanao.
Due to these conditions, Tropical Cyclone Wind Signal No. 1 has been raised over the following areas:
- Western portion of Babuyan Islands (Calayan Island and Dalupiri Island)
- Northwestern portion of Ilocos Norte (Pagudpud, Bangui, Burgos, Pasuquin, Dumalneg)
PAGASA warned that minimal to minor impacts from strong winds are possible in the areas under Signal No. 1.
24-Hour Sea Condition Outlook
Rough seas (up to 3.0 meters) are expected over the western seaboards of the Babuyan Islands.
Mariners of small seacrafts, including motorbancas, are advised not to venture out to sea, especially if inexperienced or operating ill-equipped vessels.
Moderate seas are expected in the following areas:
- Up to 2.5 meters: Western seaboard of Ilocos Norte, northwestern seaboard of Ilocos Sur
- Up to 2.0 meters: Seaboard of Batanes, and the western seaboards of La Union and Pangasinan, including the remaining seaboards of Ilocos Sur
Mariners operating small vessels are advised to take precautionary measures and avoid navigation if possible.
Track and Intensity Outlook
Tropical Depression Bising is forecast to continue moving generally westward slowly over the next 12 hours, and may exit the Philippine Area of Responsibility (PAR) today. It is then expected to turn northeastward, with a possible re-entry into the western boundary of PAR by Sunday, July 6.
PAGASA noted that the forecast track remains highly uncertain, and a southward shift may occur, which could result in the hoisting of Tropical Cyclone Wind Signal No. 2 over Batanes and the Babuyan Islands.
Bising is forecast to intensify into a tropical storm by Saturday afternoon or evening, and may further strengthen as it moves over the sea south of Taiwan.
