The Lawyers for Commuters’ Safety and Protection (LCSP) has expressed support for the Department of Public Works and Highways’ (DPWH) call to issue an immigration lookout bulletin (ILBO) against suspects in “ghost” or fictitious and faulty flood control projects, but urged for the inclusion of certain politicians.

“Isama sa immigration lookout bulletin ang mga pulitikong tulad ni Cong. Zaldy Co ng Ako Bicol Partylist at kapatid na Christopher Co,” appealed the group of lawyers in a statement dated Thursday, September 4.

The LCSP explained that, as Sunwest Inc. CEO and President, Aderma Angelie Alcazar is among those listed in the ILBO, the Co brothers should also be added as co-founders of the construction firm. Moreover, despite Zaldy Co’s divestment of ownership in 2019, he is said to be a beneficial owner still.

Former DPWH Secretary Manuel Bonoan, despite refuting his involvement in corruption within the agency, must also be added to the list, the LCSP said. The former public works chief has command responsibility over the officials included in the ILBO, after all, the lawyers said—meaning he is held administratively accountable for the crimes his subordinates have committed.

“Naniniwala ang LCSP na ang pagsama sa mga malalaking taong ito ay alinsunod sa sulat ni DPWH Sec. Vince Dizon sa DOJ (Department of Justice) na ‘the timely issuance of an Immigration Lookout Bulletin Order or ILBO is of utmost necessity to enable the current investigations to proceed without delay and to hold those liable accountable to the Filipino people,’” said the group.

On Wednesday, newly-instated DPWH Secretary Vince Dizon announced that he has requested the DOJ for an ILBO against 26 individuals, among them contractors as well as government officials.
