ICI to end operations on March 31, says Reyes

The Independent Commission for Infrastructure (ICI) will officially end its operations on March 31, 2026, ICI Chairman Andres Reyes announced on Friday, March 13.

In a report by RH Jecelle Ricafort on MBC TV Network News, the decision follows the submission of all documents, evidence, and findings from the commission’s investigation into the flood control scandal to the Office of the Ombudsman. These reports had previously been submitted to President Ferdinand 'Bongbong' Marcos Jr. on February 6.

According to Reyes, the commission has also forwarded all relevant files to the Department of Justice (DOJ) and the Department of Public Works and Highways (DPWH), mirroring the documents turned over to the Ombudsman for review and guidance.

The ICI has fulfilled its mandate under Executive Order No. 94, and the work will now be continued by the appropriate government agencies, Reyes said.

The chairman recommended that the commission remain operational only until the end of the month to complete necessary administrative processes before formally shutting down.

The ICI has been active for nearly six months, following its creation by the President in September 2025.

Following the resignation of two commissioners, the body was unable to hold further hearings, with its last session taking place in December 2025. Former DPWH Secretary Rogelio ‘Babes’ Singson stepped down, citing the stressful nature of the commission’s work, while Commissioner Rossana Fajardo also officially tendered her resignation.

During its tenure, the ICI submitted nine referrals covering 65 individuals recommended for charges to the Ombudsman.

The ICI chairman urged the Technical Working Group for Asset Recovery to continue the restitution or recovery of funds stolen from the public.

"May we always remember that crime does not, and should never, pay. No one is, and should ever be, above the law," the ICI said.
