

Malacañang announced that the newly created Independent Commission on Infrastructure (ICI) will immediately begin its investigation into alleged irregularities in flood control projects, though no timeline has been set for the completion of its work.
Presidential Communications Office (PCO) Undersecretary Claire Castro said the Palace hopes the ICI can act swiftly to ensure accountability, but stressed that the commission should also be given ample time to review the extensive records involved.
Executive order no. 94
The commission was established through Executive Order No. 94 signed by President Ferdinand "Bongbong" Marcos Jr., directing the ICI to review, gather evidence, and scrutinize government flood control and similar infrastructure projects.
The ICI is also tasked with recommending appropriate charges before the Office of the Ombudsman, Department of Justice, Civil Service Commission, and other competent bodies, depending on the findings.
The launch of the ICI investigation comes amid mounting public pressure for accountability following revelations of “ghost projects,” overpriced contracts, and alleged collusion between contractors and public officials in multi-billion peso flood control programs.
