

House Minority Leader Marcelino Libanan has proposed granting President Ferdinand “Bongbong” Marcos Jr. emergency powers to the House of Representatives to ensure the prompt and effective implementation of the national flood control program.

Libanan’s statement comes amid public concern over allegedly substandard and unfinished flood control projects, an issue brought to light following the recent typhoons and habagat that have hit some areas of the country last month.
According to Libanan, Congress may authorize giving the President emergency powers to cut through “bureaucratic delays” and legal obstacles hindering the program’s rollout. This would expedite the procurement process, right-of-way acquisition, and relocation of affected families.
He also urged the President to convene a National Public-Private Flood Control Summit to bring together experts and resources. This is also a way of improving the creation of a Presidential Task Force on Flood Control.
Libanan stressed that the government must act decisively, including exercising police powers to clear illegal structures, strictly enforce zoning laws, and protect vital waterways.
