The Southwest Monsoon or Habagat, is affecting the western section of Northern and Central Luzon, according to PAGASA.

Based on the weather bureau's latest bulletin, active tropical cyclones are seen outside the Philippine Area of Responsibility (PAR) as of 3 a.m. today.

Typhoon Koinu (formerly Jenny) is located 640 kilometers west of Itbayat, Batanes, packing maximum sustained winds of 155 kilometers per hour, gustiness of up to 190 kph, and moving west southwestward at a speed of 10 kph.

Meanwhile, a tropical depression was also seen located 3,100 kilometers east of Visayas, packing maximum sustained winds of 45 kilometers per hour with gustiness of 55 kilometers per hour and moving northwestward at 20 kilometers per hour.

Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by the Southwest Monsoon or localized thunderstorms.

For forecast wind and water conditions, Northern and Central Luzon and the western section of Southern Luzon will have light to moderate wind moving in a southwest to southeast direction, while coastal waters will be slight to moderate.

The rest of the country will experience light to moderate wind speeds moving in a north-to-northwest direction, while coastal waters will be slight to moderate.
