Antipolo 2nd District Rep. Romeo Acop believes that police officers continue to conduct criminal activities in order to meet their 'quota'.

During a hearing in the House of Representatives on Wednesday, August 28, PCol. Jovie Espenido said that the Administration of Former President Rodrigo Duterte implemented a quota and reward system as part of War Against Drugs.

Espenido claim that cops receive a reward of Php 20,000 for every kill during the instensified anti-illegal drugs campaign of the Duterte Administration, and the money came from small town lottery or jueteng operators.

The police official also testified that local government units reward Php 100,000 for the arrest of a big-time drug personality.

Acop said on Friday, August 30, that he received reports regarding the involvment of the Anti-Illegal Drugs Unit of the Philippine National Police - CALABARZON in criminal activities, particularly kidnapping.

"Gumagawa na sila ng krimen para lang magkaroon ng accomplishments," Acop said during DZRH's Dos Por Dos.

"May isang team, anti-illegal drug unit, na mag-kidnap ng isang tao, ituturo niya yung isang tao na allegedly involved sa drugs, kukunin, susungkitin, tapos ilalatag na nagkaroon ng buy-bust," he revealed.

Acop considers these practices as 'remnants' of the previous Administration.

However, Acop clarified that he has yet to receive information that the quota system returned under the leadership of PNP Chief PGen. Rommel Marbil.

During his testimony in the congressional hearing, Espenido also described the PNP as the 'biggest crime group' in the Philippines.
