

The Department of Public Works and Highways (DPWH) Secretary Vince Dizon is seeking the assistance of the Department of Justice (DOJ) for the issuance of an immigration lookout bulletin order (ILBO) against former DPWH Undersecretary Roberto Bernardo.
On Tuesday, September 9, a letter addressed to DOJ Secretary Jesus Crispin “Boying” Remulla was released, stating that the DPWH is investigating its officials and key officers from certain construction companies who are believed to be involved in “ghost projects” or substandard construction of flood control projects.
“The timely issuance of an ILBO is of utmost necessity to enable to current investigations to proceed without delay and to hold those liable accountable to the Filipino people,” the letter penned by Dizon read.
Moreover, they requested that the Bureau of Immigration (BI) be instructed to inform the agency and other law enforcement agencies of any information regarding Bernardo’s impending travel.
Bernardo was among those named by former DPWH Bulacan Assistant District Engineer Brice Ericson Hernandez during the House Infra Committee hearing on Tuesday, September 9, who were involved in flood control project anomalies.
The officials mentioned by Hernandez include Senators Jinggoy Estrada and Joel Villanueva, DPWH Usec. Bernardo, and District Engineer Henry Alcantara.
