

Former Department of Public Works and Highways (DPWH) Bulacan District Engineer Brice Ericson Hernandez revealed that Senators Jinggoy Estrada and Joel Villanueva are involved in the flood control project anomalies.
During the House Infra Committee hearing on Tuesday, September 9, Hernandez expressed fear for his safety and family, as most of the individuals involved hold powerful positions in the Senate.
“Natatakot din po ako sa buhay ko at sa pamilya ko. Kasi hindi naman po birong tao itong mga involved dito,” Hernandez stated. “Pwede po bang huwag niyo na ako ibalik sa Senate, your Honor? Kasi may mga involved pong senador dito. At hindi ko po alam ang magiging kapalaran ko.”
The committee Vice Chairperson, Rep. Alfredo “Pido” Garbin Jr., assured the former Bulacan district engineer that he would be protected. However, Hernandez reluctantly responded, stating he would need the committee’s assurance first before he speaks up.
In addition, Hernandez emphasized, "Kung tatanungin niyo po kung sino kung kanino po kami naging bagman, sasagutin ko na po ngayon. Sabi ni Senator Marcoleta kahapon, “ligtas ka na,” hindi po ito totoo.”
With this, he revealed that Senators Jinggoy Estrada and Joel Villanueva, DPWH Undersecretary Roberto Bernardo, and District Engineer Henry Alcantara were the ones involved in the flood project anomalies.
Moreover, Hernandez alleged that Sen. Jinggoy Estrada allocated around ₱355 million this year to fund the said projects in Bulacan, while Sen. Joel Villanueva received ₱600 million worth of projects.
He further claimed that the senators’ “SOP” was 30%.
