

The Department of Health (DOH) need not declare a public health emergency over the rising cases of the human immunodeficiency virus (HIV) and should instead promote access to medication for the disease, said a lawmaker.
House Deputy Majority Leader and Iloilo 1st District Rep. Janette Garin, who formerly headed the DOH, said declaring a public health emergency would not achieve the change necessary, as it is done to signal the need for funds, the mobilization of resources and bolstering global collaboration.
Garin explained that the increase in HIV cases is only expected with more people seeking medical evaluation now compared to the past years. In other words, the availability of testing along with awareness, is what has pulled up the numbers.
Moreover, stigma surrounding the disease, she said, must be stopped.
According to a DOH report, 57 new, confirmed cases have been logged from January to March, marking a 500 percent increase from last year.
