The head of the economic team of Marcos' administration believes that the government's free college education program in state universities and colleges (SUCs) as he sees it becoming "inefficient and wasteful" followng the rising dropout rate in the Philippines.
This was proposed by Finance Secretary Benjamin Diokno, who sees the need to review the free educational system.
Diokno suggested a national exam to determine who qualifies for free college education in addition to the revision of Universal Access to Quality Tertiary Education (UAQTE), which was approved by the administration of former President Rodrigo Roa Duterte.
As a result, individuals who pass the test and qualify for free education will be given a four-year voucher, allowing them to enroll in any accredited institution or state university of their choice.
A law that relieves eligible college students enrolling in a bachelor's degree, certificate degree, or any other comparable undergraduate degree of their worries about tuition and other school costs was signed by Duterte in 2017.
