House Deputy Speaker and Las Piñas City lone district Rep. Camille Villar is pushing a measure that will grant a one-time cash grant of Php 5,000 to all fresh graduates of universities, colleges, and training institutions.

Under House Bill No. 6542 dated December 6, Villar said the proposed cash aid would be utilized by fresh graduate students for their job application, initial employment, and settling-in.

According to Villar, a young individual, who just got out of college, would often "finds himself at a loss on how to fund for his/her employment application prospects."

She added that fresh graduate individuals tend to face financial difficulty due to the transportation fare, the printing of biodata or curriculum vitae, preparing decent work clothing, and other expenses when one applies for a job.

"The situation is somewhat oppressive, considering that these fresh graduates are usually seeking employment precisely to obtain a regular income for the first time and that by the time a student graduates, the family resources are often already severely depleted because of the high costs of a tertiary education," Villar stressed.

She said the proposed cash grant would demonstrate that the government is committed to promoting "the highest interest of the Filipino."

To avail of the cash grant, the Congresswoman proposed that an individual must submit a copy of his or her diploma or certificate from the academic, vocational, or technical institution from where he or she has graduated.

The said diploma or certificate should clearly indicate the date of graduation, and the course or degree earned, and this must be signed by the institution's authorized representatives.

In HB 6542, Villar also proposed to create an inter-agency monitoring committee (IAMC) that will be headed by the chairperson of the Commission on Higher Education (CHED).

"The IAMC's function is to formulate the implementing rules and regulations that will supplement the implementation of this Act and to monitor the compliance to this Act by the various government agencies and instrumentalities within its scope," she said.
