

The Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) emerged as the top choice among Filipinos for the May 2025 party-list elections, according to OCTA Research.
In the Tugon ng Masa (TNM) Pre-Election Survey results released Tuesday, ACT-CIS garnered 6.46% of voter preference. It was followed by Pantawid Pamilyang Pilipino Program (4Ps) with 5.62%, and Duterte Youth with 3.95%.
Other party-lists that made it to the top 15 include:
- FPJ Panday Bayanihan - 3.84%
- Tingog - 3.63%
- Uswag Ilonggo - 3.49%
- GP (Galing sa Puso) - 3.43%
- Ako Bicol - 2.90%
- Abang Lingkod - 2.38%
- 4K - 2.34%
- Senior Citizens - 2.27%
- Agap - 2.27%
- Agimat - 2.25%
- Malasakit @ Bayanihan - 2.17%
- PPP - 2.00%
Meanwhile, Abamin placed outside the top 15 with 1.80%, while 1-Rider Party-List received 1.65%.
According to OCTA Research, the survey was conducted independently and was non-partisan.
"The survey results reported here are non-commissioned and focus on Voter Preferences for Party-List. These survey results are released as a public service by OCTA RESEARCH," the research group said.
The survey data was collected through face-to-face interviews with 1,200 respondents nationwide from January 25 to 31, 2025. The survey had a ±3% margin of error at a 95% confidence level.
Subnational estimates for the geographic areas covered in the survey had the following margins of error at a 95% confidence level: ±6% for Metro Manila, Balance Luzon, Visayas, and Mindanao.
