The National Bureau of Investigation (NBI) Director Jaime Santiago confirmed that Sheila Guo, the sister of dismissed Bamban, Tarlac Mayor Alice Guo, is a Chinese national named Zhang Mier.
"Si Sheila Leal Guo ay napag-crossmatch na namin ang fingerprint at lumalabas na ang Chinese na si Zhang Mier ay iisa na naman," Santiago said during an exclusive interview with DZRH on Friday.
The name Zhang Mier emerged from the Chinese passport confiscated from Sheila Guo when Indonesian immigration authorities arrested Sheila Guo and Cassandra Ong.
The NBI immediately conducted a comparative fingerprint analysis, confirming that Sheila Guo and Zhang Mier are the same person.
"Si Cassandra Ong ay Pilipina, [‘yung tatlo - Alice Guo, Wesley Guo, and Sheila Guo] napatunayan na namin na “Chinese”, hindi sila Pilipino then Filipino passports were acquired," Santiago said.
Guo and Ong are charged with obstruction of justice, harboring a fugitive, and violations of the Philippine Passport Act.
The Bureau of Immigration previously reported that they filed an Immigration charge against Sheila Guo for misrepresentation as a Filipino citizen and fraudulent acquisition of a Philippine passport.
Although the charges against the two are bailable, they may still not be released due to arrest warrants issued by the Senate and the House of Representatives.
"Remember, mayroon na po silang, lahat sila [Alice Guo, Sheila Guo, Wesley Guo, and Cassandra Ong], ay mayroon ng warrant issued by the Congress and the Senate," said Santiago.
Sheila Guo and Cassandra Ong returned to the country after Indonesian authorities apprehended them in Mega Mall Batam Centre on August 20.
