The National Bureau of Investigation (NBI) filed criminal charges against seven police officers in Quirino Province for alleged murder of a member of Bugkalot-Ilongot Indigenous Cultural Community.
Under the leadership of NBI Director Judge Jaime B. Santiago (Ret.), National Bureau of Investigation - Bayombong District Office (NBI-BAYDO), the seven accused officers of Nagtipunan Quirino were identified as Police Major Fernando G Manayod, Police Officers Jorey Cumahling, Jimboy Irang, Delmar Salvador, Allan Fiad-Ong, and Jonathan Limmong.
Based on the investigation, it was revealed that the member of Bugkalot-Ilongot tribe named Jim B. White, had previously reached a tribal-mediated amicable settlement in his pending cases, supported by an Affidavit of Desistance.
The Provincial Director of Quirino confiremed that the side was aware of such tribal arrangement.
White was scheduled to surrender voluntarily on May 29, 2025, however, a day before his scheduled surrender, police operatives allegedly staged an ambush-style operation in a remote uphill trill, despite that a dispute had been resolved.
According to the NBI, the officers claimed that White had fired first, but it was shown in medico legal findings that all the bullet wound on the victim’s back indicates that he was shot while defenseless.
An onsite investigation was also conducted in the far-flung mountainous area where the crime happened, which the authority concluded that a treachery occurred when the killing was executed.
The findings led NBI to file a case against the officers in the office of the Provincial Prosecutor of Quirino on August 5, 2025.
