[DISCONTINUED, LATE] Former President Rodrigo Duterte has been implicated in the murder of three Chinese drug convicts in Davao by the hitmen who had done the job, entailing an invite for Duterte and others “in the spirit of fairness.”
In the House Quad-Committee hearing on Thursday, August 22, then-Davao Prison and Penal Farm (DPPF) detainees Fernando Magdadaro and Leopoldo Untalan Tan Jr. confessed to the gruesome killing of Chu Kin Tung, alias Tony Lim; Li Lan Yan, alias Jackson Li; and Wong Meng Pin, alias Wang Ming Ping.
Magdadaro and Tan claimed they were promised their freedom and a “kaunting halaga (small amount)” of P1 million each.
Magdadaro testified that on August 2016, Tan had tapped him for assistance in killing the Chinese targets, relaying the promised rewards and assuring him that they would be doing the job for the government.
“Dinagdag pa ni Leopoldo Tan na kami ay nasa panig na ng gobyerno sa mga oras na iyon at pinangakuhan kami ng kalayaan maliban sa kaunting halaga. Dahil dito, pumayag na ako sa kanyang pakiusap,” Magdadaro said.
(Leopoldo Tan added that we are on the side of the government at this time and were promised freedom besides a small amount. Because of this, I agreed to his request.)
According to Magdadaro, Bureau of Corrections personnel entered his cell on August 11 and framed him for having possessed and used shabu. He was consequently transferred to solitary confinement, joined by Tan.
“Sa aking pagkakaalam, ito ay para ng plano nila Leopoldo Tan, kung paano iligpit ‘yung tatlong Chinese,” he disclosed.
(To my knowledge, this was like Leopoldo Tan and his camp’s plan on how to do away with the three Chinese.)
The Chinese convicts were also placed with Magdadaro and Tan on the 13th. That night, Magdadaro said they stabbed the Chinese to death with weapons supplied by the cell mayor.

DPPF Chief Supt. Gerardo Padilla was also allegedly commended by Duterte for a “job well done.”
The quad-committee decided to call on Duterte, Padilla, SPO4 Arturo Narsolis, Col. Edilberto Leonardo, and Lt. Royina Marzan Garma to hear them out in their next session.
