The National Police Commission (NAPOLCOM) has dismissed controversial patrolman Francis Steve Fontillas from the Philippine National Police (PNP), following unanimous approval during its En Banc deliberations on Thursday, May 7, 2025.

In a statement, Napolcom said that Fontillas was found guilty of grave misconduct, conduct unbecoming of a police officer, and disloyalty to the government.

Alongside his dismissal, he was also meted out the accessory penalty of ‘perpetual disqualification’ from holding any public office.

Although Fontillas had earlier tendered his resignation from the police force, NAPOLCOM clarified that administrative cases filed against him remained actionable.

“Fontillas’ resignation did not stay the administrative and criminal cases filed against him,” stated NAPOLCOM Commissioners—Vice Chairperson and Executive Officer Rafael Vicente R. Calinisan.

“Since Fontillas was already formally charged in the NAPOLCOM before his resignation, the NAPOLCOM already acquired jurisdiction over his person,” he continued.

Calinisan stressed the broader implications of the decision, highlighting the Commission’s duty to uphold integrity within the police service.

“While we wanted to be kind given Fontillas’ condition, the paramount interest of the Filipino People is what is at stake,” he continued.

He further issued a stern reminder to all members of the police force, particularly with the upcoming midterm elections, about the importance of political neutrality.

“Let this case against Fontillas serve as NAPOLCOM’s stern warning to any policeman who involves himself in any political activity. Again, strictly no politics in the uniformed service,” he concluded.

Meanwhile, Fontillas earlier remarked that even if they were dismissed or disqualified from holding future government positions, it no longer concerned them.

“Nag-resign na nga ako pero may plano pa kayong i-dismiss ako? Sige lang, gawin niyo yang kab*b*han niyo. Kahit i-dismiss at i-disqualify niyo pa ako sa mga government positions, WALA PA RIN AKONG PAKIALAM! HAHAHA,” the dismissed police officer said on his Facebook on Wednesday, May 7.

Fontillas, who remains in active service, has drawn widespread public attention for his persistent social media posts criticizing the PNP and President Ferdinand “Bongbong” Marcos over the recent arrest of former President Rodrigo Duterte.
