

The Land Transportation Office (LTO) on Monday announced that its law enforcers will use the handheld automated device when issuing a receipt for traffic violators starting next week.
In a press release, LTO said its enforcers would no longer manually issue Temporary Operators’ Permits (TOP).
"Next week po ay hindi na mag-i-issue ng manual TOP ang mga enforcer ng LTO. Kaya sa mga motoristang nahuli ng LTO enforcers ay machine-generated TOP na ang inyong matatanggap," LTO Chief Assistant Secretary Jose Arturo 'Jay Art'' Tugade said as quoted by the agency.
According to LTO, the handheld digital device is automatically connected to the agency's online system which means all violations that would be encoded can no longer be changed.
The device also has a camera and fingerprint scanner that can verify the driver's license of motorists.
"Maaari rin nilang gamitin ang camera bilang face recognition scanner," the agency said.
Apart from this, the said digital device has mobile data SIM cards for internet connection.
"Gayunman, kahit walang mobile connectivity o offline, makakapagbigay pa rin ito ng traffic violation ticket," it said.
Meanwhile, LTO said it is still finalizing the cashless payment feature of the device.
But once this feature is enforced, it said that violators can pay the violation fee through credit cards or load wallets.
