The Land Transportation Office (LTO) has launched a digital platform on July 21, developed to expedite the release of license plates and motor vehicle Official Receipts/Certificates of Registration (OR/CR) within 72 hours or three days.
“In-automate natin, pinabilis natin. Kumbaga sa Pilipino e diniskartehan natin ‘yung proseso. Kung minsan kasi eh nakakahon tayo sa mga requirements tsaka sa mga lumang proseso. Kailangan, baguhin na natin ‘yung mentality natin—kailangan ang objective natin, padaliin (ang proseso) para sa ating mga kababayan,” Department of Transportation (DOTr) Secretary Vince Dizon told reporters.
"Kailangan ‘yung proseso ang mag-adjust sa pangangailangan ng mga kababayan natin,” he added.
(We automated it, we accelerated it. In Filipino terms, we crafted a strategy for the process. Sometimes we’re boxed in by requirements and old processes. We need to change our mentality—our objective needs to be making the process easier for our countrymen. The process must be the one to adjust to our countrymen’s needs.)
During the launch, two new vehicle owners received their license plates and OR/CR onsite, demonstrating the Plate Registration Management Information System’s (PRMIS) capacity for efficient service.
The system’s pilot implementation began on May 6 in Metro Manila, Region III, and Region IV-A. Having proven successful, the PRMIS was introduced nationwide.
The PRMIS launch was led by Dizon, alongside Road Transport and Non-Infrastructure Undersecretary Ramon Reyes and Assistant Secretary Dioscoro Reyes, as well as LTO Acting Assistant Secretary Atty. Greg Pua Jr.
