The low pressure area being monitored in the east of Eastern Visayas has now developed into Tropiccal Depression on the morning of Tuesday, according to PAGASA.&nbsp;
The state weather bureau said the tropical depression will be named "Chedeng" &mdash; making it the third cyclone to hit the capital.&nbsp;
"At 8:00 AM today, the Low Pressure Area east of Eastern Visayas developed into Tropical Depression #ChedengPH," PAGASA said.
