Bicol Saro Party-list Rep. Brian Yamsuan is pushing for the passage of a measure that grants cash incentives up to one million pesos to Filipino filmmakers, literary writers, and other artists in the creative sector, who will win major awards in international competitions.
Under House Bill No. 1934 or the proposed Artists Incentives Act, a million peso (PHP 1 million) incentive will be given to artists who have garnered the highest awards from international film festivals, exhibitions, and other notable and prestigious contests. Yamsuan is pushing for the bill's passing, as it aims to motivate Filipino artists to pursue their creative endeavours.
"The grant of these incentives not only shows our gratitude for the fame and honour that they have brought to our country but also aims to motivate them and other artistic creators to continue honing their craft,” Yamsuan said.
According to the lawmaker, the creative industry is filled with talent. However, many challenges within the industry discourage them from honing their craft.
“Our creative industry is brimming with talent. But during these difficult times, it faces many challenges that discourage creators from producing works that truly reflect their artistic vision. Recognizing the international acclaim they have received through incentives could help reinvigorate the creative industry and promote its growth,” he said.
Aside from the PHP 1 million incentive, Filipino artists who are given special recognition by international competitions would receive PHP 500,000.
The passing of the bill complements the Philippine Creative Industries Development Act. It aims to accelerate the creative industry's development, allowing it to compete alongside other foreign pieces.
Its funding will be sourced from the National Endowment for Culture and the Arts, as established under Section 50 of the National Cultural Heritage Act.
Yamsuan is hoping that the Metro Manila Film Festival (MMFF) will serve as a venue for such films to be recognized in international competitions like the Sundance Film Festival and Venice Film Festival.
He also noted that if there is more than one winner from the festivals, the cash grant will be divided equally among the winners.
The National Commission for Culture and the Arts (NCCA), the Film Development Council of the Philippines (FDCP) and the Cultural Center of the Philippines (CCP) are tasked to monitor and analyze the said competitions where Filipinos will be eligible for cash incentives.
