The Internal Affairs Service (IAS) of the Philippine National Police (PNP) warned that officers violating checkpoint protocols during the election period may be held accountable with administrative sanctions.
According to PNP-IAS Inspector General Brigido Dulay, the public is encouraged to report any irregularities and misconduct encountered during checkpoint inspections.
The PNP previously stated that motorists are permitted to capture footage of PNP personnel stationed at Commission on Elections (COMELEC) checkpoints.
Moreover, officers are typically equipped with body cameras or recording devices of their own.
Police officers are prohibited from performing body searches on motorists, making them step out of their vehicles, or opening vehicle trunks during checkpoints.
In a report by RH Edniel Parrosa, it was noted that during visits to various areas in Pasig and Mandaluyong City since the election period began, checkpoints were observed to have varying schedules and were not confined to one location.
An example of this can be seen at the boundary of Manila and San Juan, near the Sta. Mesa Bridge, where a permanent police outpost is situated; however, the personnel assigned to the checkpoint differ.
Furthermore, checkpoints should clearly display signage indicating the name of the Local Security Chief, the police precinct or station in charge of the area, and the Local Election Officer.
