The Commission on Elections (Comelec), in coordination with various government agencies and partner organizations, has officially begun preparations for the Barangay and Sangguniang Kabataan Elections (BSKE) scheduled for December 1, 2025.
In a report by Boy Gonzales in The Situation Report, the “KAISA Project: Katapatan at Integridad Para sa Atin,” was formally introduced on Friday, May 23 at the Palacio del Gobernador in Intramuros, Manila.
Commissioner-in-Charge Rey Bulay emphasized that Project KAISA is built on the core values of honesty and integrity, as elections, he noted, begin and end with the trust of the Filipino people.
“Project Kaisa also officially launches the BSKE, project kaisa founded in a simple yet powerful premise para Katapatan at integridad kasi ang atin pong eleksyon ay nag-uumpisa at nagtatapos sa pagtitiwala ng sambayang pilipino,” said Bulay.
Comelec Chairman George Erwin Garcia assured the public that the upcoming elections will see major improvements, guided by the lessons learned from previous electoral exercises.
“Hindi naman po natin sineset aside ang learning lessons natin nung nakaraan at yung mga isyu na binabato pa rin sa atinh halalan. Subalit ‘yun po ay magsisilbing gabay ng Comelec lalo ang partner organizations natin para mas mapabuti pa ang darating natin na halalan,” Garcia said.
"Nagset tayo ng standard, therefore hindi pwede bumaba doon dapat laging pataas,” the Comelec chair added.
Garcia also confirmed that the elections will push through on December 1, 2025, unless Congress passes a law to postpone them.
The preparations are now in full swing, marked by the signing of a Memorandum of Agreement (MOA) among participating agencies and stakeholders at the launch event.
Moreover, the voter registration period for the BSKE will reopen from July 1 to July 11, while the filing of Certificate of Candidacy (COC) is scheduled from October 1 to 7.
The official election period will run from October 27 to December 31, with the campaign period set for November 20 to 29, leading up to election day on December 1.
Comelec acknowledged that the BSKE will involve 'manual vote counting,' which may pose logistical challenges.
However, Garcia remains optimistic about voter turnout and participation.
