

The Commission on Elections (COMELEC) will summon Senator Francis “Chiz” Escudero following violations of the Omnibus Election Code, particularly Section 95, which strictly prohibits candidates from receiving donations from contractors during election campaigns.
The case stems from the admission of Lawrence Lubiano, president of Centerways Construction and Development Inc., who confirmed giving ₱30 million to Escudero during a campaign period. Escudero also admitted receiving the amount.
“Dahil nga sa kanyang [Lubiano] pag-amin, at pag-amin din po ng ating dating Senate President [Senator Escudero], ay hindi na po namin minarapat na hingin pa yung sertipikasyon at kumpirmasyon mula sa DPWH,” Garcia told DZRH.
Garcia also said that the Political Finance and Admin Department of COMELEC have already reached out to Lubiano to have his explanation.
The COMELEC Chairman, also stated that the law holds both donors and recipients liable for unlawful contributions.
“’Nakalagay rin na ang mismong tumanggap ng donasyon ay liable na hatulan kung ano ang liability ng nagbigay ng donasyon,” Garcia explained.
Influence Peddling
Garcia underscored that the rule was designed to prevent influence peddling, where donors secure government projects in exchange for campaign support.
“Ang purpose po talaga ng ating batas na ’yan ay para mapigilan yung influence peddling. Yung kaya pala nakakakuha ng kontrata sa pamahalaan ay dahil nagbigay, nagdonate,” he said.
Garcia said the strict implementation of campaign rules serves as a reminder for both politicians and contractors as preparations for the 2028 national elections begin. He added that current cases highlight the need to strengthen compliance moving forward.
