

The House of Representatives has removed An Waray Rep. Florencio 'Bem' Noel after the Commission on Elections (Comelec) voided the party-list group's credentials.
Noel's removal was conveyed by House Deputy Majority Leader Janette Garin when she made a motion during the roll call of the House members in the plenary session on Wednesday, September 27.
“I move that the secretary general be directed to execute and implement the [Comelec] resolution and accordingly, drop the An Waray party-list Representative from the roll of members of the 19th Congress,” Garin said.

In a resolution issued last September, the Comelec en banc upheld the Comelec Second Division's ruling to cancel the registration of the Visayas-based An Waray party-list over the violation it committed in the 2013 National and Local Elections (NLE).
It can be recalled that in June, the Comelec Second Division announced that it canceled the registration of the An Waray party-list as it allowed a second nominee, Victoria Isabel Noel to sit as a House member even though it knew “fully well” that it won only one House seat in the 16th Congress.
It added that Noel was still given a seat even without a formal certification of proclamation.
