

MANILA, Philippines – The European Union (EU) announced that it will be deploying a delegation to the Philippines to observe the midterm elections on May 12, 2025.
In an announcement shared by the Delegation of the European Union to the Philippines, it stated that High Representative/Vice President of the European Commission (HR/VP) Kaja Kallas “has decided to deploy an EU Election Observation Mission (EOM) to observe the mid-term elections in the Republic of the Philippines on 12 May 2025.”
According to the EU, this is in response to an invitation sent by the Commission on Elections (COMELEC), which will be the first deployment of an EOM in the country.
HR/VP Kallas has appointed Marta Temido, Member of the European Parliament, as Chief Observer, the EU mentioned.
“It will be a privilege to lead the 2025 EU Election Observation Mission to the Philippines. I look forward to meeting and engaging with representatives of State institutions, political parties, candidates, civil society, and other electoral stakeholders in the Philippines,” Temido said, ahead of the deployment.
Meanwhile, the EOM is expected to provide a “comprehensive, independent, and impartial” assessment of the electoral process, based on international and regional standards for democratic elections, the EU’s official website stated.
“The EU EOM´s mandate is to assess the electoral process in line with the Philippines’ national legal framework, as well as with the international and regional standards that the country has signed up to regarding democratic elections,” according to the EU website.
“The mission will issue a preliminary statement and hold a press conference after the elections. A final report, including recommendations for future electoral processes, will be presented and shared with stakeholders after the finalisation of the entire electoral process,” the EU website added.
The Philippines will conduct its 2025 midterm elections on May 12, 2025 and an estimated 68 million Filipino voters will proceed to the polling precincts to elect over 18,000 officials for key government positions such as senators, district representatives, partylist representatives, governors, provincial board members, mayors and councilors.
The election also includes parliamentary positions in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) which will be held on October 13, 2025, after President Ferdinand Marcos, Jr. signed a law last month postponing the regional polls.
This is also after the Supreme Court decided to exclude Sulu from the BARMM in September, prompting lawmakers to craft the measure.
