National Police Commission (NAPOLCOM) Commissioner Edilberto Leonardo reportedly resigned from his position following allegations against him amid the House quad-committee's investigation into extrajudicial killings and drug-related issues during the Duterte administration.
NAPOLCOM Vice Chairperson Alberto Bernardo confirmed Leonardo's resignation before the House panel during the hearing yesterday, October 11.
"I was able to read a letter that his resignation had been accepted. I will be getting the official notice maybe by Monday," said Bernardo.
Bernardo also noted that any potential administrative charges would depend on future developments after Leonardo's resignation.
He added that he would consult with several commissioners and inform the Office of the President through the Secretary of the Department of the Interior and Local Government (DILG) about whether they would conduct an administrative investigation.
In a previous hearing, witnesses Police Lieutenant Colonel Santie Mendoza of the Philippine National Police (PNP) Drug Enforcement Group and former Police Corporal Nelson Mariano implicated former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma and Leonardo in the murder of former PCSO Board Secretary Wesley Barayuga in 2020.
Additionally, Leonardo was previously cited for contempt by the quad-committee for allegedly lying and was ordered to be detained at the Batasang Pambansa Complex.
He denied that a meeting occurred before the killing of three Chinese drug convicts at the Davao Prison and Penal Farm in August 2016.
