Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina E. Cabral on Tuesday emphasized that the agency’s role is to ensure projects are carried out correctly and with quality, regardless of the funding source.

During an InfraComm hearing, Cabral clarified that she had no knowledge of how budget “insertions” occur after the National Expenditure Program (NEP) is submitted by Malacañang to Congress.

“I would not know, your honor, kung paano po nagkakaroon ng insertion after the NEP," Cabral said.

Cabral stressed that all projects must be executed according to standards and free from anomalies.

Her remarks came amid allegations of questionable budget insertions and ghost projects under the DPWH, which lawmakers flagged as part of ongoing investigations into alleged anomalies in infrastructure spending.
