

MANILA, Philippines – The Department of Foreign Affairs (DFA) announced the participation of the Philippines in the 10th Raisina Dialogue from March 17 to 19, 2025.
In a message to media by DFA Spokesperson Asec. Maria Teresita Daza, she mentioned that DFA Secretary Enrique Manalo is now in New Delhi, India to participate in the Dialogue.
It is the first time that the Secretary will be participating in the Raisina Dialogue, Daza confirmed.
“At the sidelines of the conference, Secretary Manalo is scheduled to undertake bilateral meetings with other foreign ministers attending the Raisina Dialogue, have an interactive session with members of the business community,” Daza said.
In his post on X, Manalo said that he had a “lively and engaging” discussion with Raisina Young Fellows and the Federation of Indian Chambers of Commerce and Industry.
“Had a lively discussion with Raisina Young Fellows on diverse topics such as the South China Sea, South-South development, defense, climate change, and artificial intelligence,” Manalo posted on X.
“Engaged with members of the Federation of Indian Chambers of Commerce and Industry to invite investments in the healthcare, pharmaceutical, transport, and agricultural industries,” he added.

Daza also mentioned that Manalo is scheduled to visit the Philippine Embassy in New Delhi to observe its e-Visa operations.
The Dialogue is hosted annually by the Observer Research Forum (ORF) of India and the Ministry of External Affairs of India.
“It is the country’s flagship international conference on the most pressing geopolitical and geoeconomic issues. It brings together prominent high-level officials, policymakers and strategic thought leaders,” the DFA stated.
