

The Commission on Audit (COA) has launched a performance audit on flood control projects in Metro Manila as well as in neighboring provinces on Monday, September 1.
In a memorandum dated August 23, 2025, COA Chair Gamaliel Cordoba ordered an immediate investigation into all Department of Public Works and Highways (DPWH) projects, reported RH 5 Val Gonzales.
Cordoba said this examination aligns with COA Resolution No. 2024-018, which was implemented on December 16 of the previous year.
Under this resolution, the Performance Audit Portfolio (PAP) for 2024-2026, which includes 30 programs and projects, must undergo a performance audit through a risk-based approach.

The performance audit seeks to evaluate the effectiveness of each project in preventing and responding to floods.
Following the audit, the Performance Audit Office (PAO) will have to submit a prompt report.
Meanwhile, the Senate Blue Ribbon Committee has also begun its own inquiry into the anomalous flood control projects. In attendance were former DPWH Secretary Manuel Bonoan and several contractors, such as Sarah Discaya of the Alpha and Omega General Contractor & Development Corp. and Mark Allan Arevalo of Wawao Builders.
