

At least 71 government flood control projects were awarded to the Alpha and Omega General Contractor & Development Corp.—one of the nine construction companies linked to the Discaya family—in 2022, based on the information disclosed during the Senate Blue Ribbon Committee hearing on Monday, September 1.
Sarah Discaya, who appeared before the committee, confirmed the ownership and involvement of her family in multiple firms engaged in government infrastructure projects.
“In 2022, I bidded for 491 projects, this is just for the flood control… I only got 71 projects from the 491 na sinalihan ko po. This is just for Alpha and Omega,” Discaya told Sen. Jinggoy Estrada during questioning.
Estrada named the nine companies allegedly connected to Discaya, including: St. Gerrard, St. Timothy, Alpha and Omega, Elite General Contractor and Development Corp., St. Matthew General Contractor & Development, Great Pacific Builders and General Contractor, YPR General Contractor and Construction Supply, Amethyst Horizon Builders and General Contractor & Development Corp., and Way Maker OPC.
Discaya confirmed the list and acknowledged being a “part owner” of all nine companies.
When asked about the total number of projects received by her companies from 2022 to 2025, Discaya replied, “Marami na po… Siguro po mga 400 ganun.”
She added that her companies bid for various projects beyond flood control, including buildings and roads, and operates nationwide.
“Hindi naman po kami namimili ng lugar,” she said, citing project locations in Romblon, Cebu, Bohol, Bacolod, and Zamboanga.
Discaya denied any allegations of ghost projects, saying, “Wala po, definitely.”
Estrada further raised questions about the relationships between the owners of the nine companies. Based on Senate records:
- St. Gerrard and;
- St. Matthew are under Pacifico Discaya (husband of Sarah Discaya)
- St. Timothy is under Roma Angeline Discaya-Rimando (niece)
- Elite is under Maritoni Melegrito (cousin)
- Great Pacific and;
- YPR are under Sarah Discaya
- Amethyst Horizon is under John Brian Eugenio (employee)
- Way Maker is under Gerald William Discaya (eldest son)
- Alpha and Omega is also under Pacifico Discaya
When asked how the group handles numerous projects simultaneously, Discaya said, “We have sufficient employees that can carry out and execute the projects,” estimating over 200 employees in their office.
Estrada also questioned whether the Discaya firms had advance access to project listings from the Department of Public Works and Highways (DPWH) before official publication.
“Parang menu lang sa restaurant, na nakaka-order kayo agad,” Estrada said.
Discaya denied the allegation and said she had no knowledge of any preferential treatment.
“Sir, wala po akong nakakausap,” she said, later clarifying that while they know district engineers in provinces like Laguna and Bulacan, “hindi po sila nagbibigay ng project sa akin.”
The Senate probe will continue to examine potential irregularities in the bidding and awarding of DPWH contracts, particularly those related to flood control projects.
Another hearing is set for September 8.
