The cloud cluster under the state weather bureau’s watch has formed into a low-pressure area (LPA), as of 8 AM.

The chances of it further developing into a tropical depression within the next 24 hours are low however, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
