The continuing registration for the 2023 barangay and Sangguniang Kabataan elections (BSKE) will resume starting Dec. 9 up until Jan. 31, 2023, the Commission on Election (Comelec) announced on Thursday.

For local voter registration, Comelec Spokesperson John Rex Laudiangco said qualified voter applicants are required to submit documents and have biometrics data captured at the Office of the Election Officer (OEO) or at any satellite registration site that has jurisdiction of their residence.

In addition to the filled-out application form, he said voter applicants are also required to provide a "competent proof of identity" or an affidavit of identification sworn under the law.

For overseas Filipino voters who will vote in the 2023 BSKE polls, Laudiangco said they are directed to transfer their registration record from overseas to local, and may file an application at the OEO in the locality where they intend to vote within the required period only.

Apart from this, Laudiangco said the Comelec en banc approved the pilot testing of the Register Anywhere Project (RAP) in five selected malls/satellite registration sites in the National Capital Region (NCR).

The RAP pilot implementation would be conducted every Saturday and Sunday from Dec. 10 up until Jan. 29, 2023 only.

As per the Comelec's guidelines for this project, he said voter applicants have to proceed to the RAP booths, submit the required documents, and have their biometrics data captured.

He said the RAP teams would endorse the applicant's documents and biometrics to the OEO of the district/city/municipality that has the jurisdiction over their residence for verification, publication or posting, and Election Registration Board (ERB) Hearing.

"The innovative RAP project is expected to bring voter registration closer to the public, and ultimately make the process convenient, and citizen-centric, as many qualified Filipino residing anywhere in the country now have the option and ease of access to register in NCR," Laudiangco said.

On Oct. 10, President Ferdinand 'Bongbong' Marcos Jr. signed into law the bill postponing the barangay and SK polls from December this year to October 2023.
