A traffic enforcer caught in a viral video allegedly extorting a motorist in Binondo has been dismissed from service, the Manila Traffic and Parking Bureau (MTPB) confirmed on Monday, January 27, 2026.

MTPB Officer-in-Charge Director Dennis P. Viaje issued a Cease and Desist Order against the enforcer after the video circulated widely on social media and was brought to the attention of the bureau. The footage showed the enforcer allegedly demanding money from a traffic violator, prompting public outrage and calls for accountability.

The enforcer was identified as Edgar Pangilinan, a job order employee of the MTPB. Under the order, Pangilinan was directed to immediately surrender his Ordinance Violation Receipt (OVR) tickets, identification cards, handheld radio, and body camera to the bureau, effectively stripping him of all enforcement authority.

The Cease and Desist Order cited “committing illegal exaction (kotong) against a traffic violator you recently apprehended” as the ground for his removal from service. MTPB officials said the act constitutes a serious violation of agency rules and undermines public trust in traffic enforcement.

The MTPB stressed that it has a zero-tolerance policy against corruption and abusive behavior among its personnel, warning that similar offenses will be dealt with swiftly. The bureau also encouraged the public to report erring traffic enforcers and assured that complaints supported by evidence will be thoroughly investigated.
