The trough of Severe Tropical Storm Bebinca is expected to bring cloudy skies with scattered rain showers over the eastern sections of Luzon and Visayas, while the southwest monsoon or habagat will affect Mindanao and the rest of Southern Luzon and Visayas on Thursday, according to PAGASA.

Although Bebinca is currently outside the Philippine Area of Responsibility (PAR), located 1,975 kilometers east of Central Luzon, it packs maximum sustained winds of 95 kilometers per hour (kph) with gustiness reaching up to 110 kph. The storm is moving northward at 20 kph.

Affected areas like Eastern Visayas, Caraga, Catanduanes, Albay, Sorsogon, and Masbate will experience cloudy skies with scattered rain showers and thunderstorms due to the storm’s trough, with potential flash floods and landslides caused by moderate to heavy rains.

The southwest monsoon will also bring cloudy skies with scattered rains and thunderstorms to Palawan, Occidental Mindoro, Romblon, and the rest of Visayas and Mindanao, with similar risks of flash floods and landslides.

Cagayan Valley, Aurora, Quezon, and the rest of the Bicol Region will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to Bebinca's trough, while MIMAROPA and CALABARZON will experience similar weather due to the southwest monsoon. In both cases, flash floods or landslides may occur during severe thunderstorms.

Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms, with possible flash floods or landslides during severe downpours.

In terms of wind and coastal conditions, the eastern section of Mindanao will experience moderate to strong southwest winds, with moderate to rough seas.

Meanwhile, the eastern sections of Luzon and Visayas will experience light to moderate winds coming from the northeast to northwest, with slight to moderate coastal waters.

The rest of the country will have light to moderate southwest to west winds, with corresponding slight to moderate sea conditions.

PAGASA noted that Tropical Storm Bebinca had intensified into a severe tropical storm as of Wednesday night and is continuing to move northwest across the Philippine Sea.

Sunrise is expected at 5:45 a.m. and sunset at 6:00 p.m. on Thursday.
