The leadership of the Philippine National Police (PNP) officially changed hands, as PGen. Nicolas Torre III took over as the new Chief during a ceremony at Camp BGen Rafael Crame in Quezon City on Monday, June 2.

Retirement Honors were also rendered during the ceremony for outgoing PNP Chief, Police General Rommel Francisco D. Marbil, who had served in the post since April 1, 2024.

Marbil strictly enforced a ‘Zero Tolerance Policy’ on misconduct and cover-ups, reinforcing the administration's directive to promote transparency and hold officers accountable throughout the police force.

In addition, he worked on policy reforms and championed the provision of complimentary legal aid for military and uniformed personnel (MUPs) dealing with civil, criminal, or administrative charges related to their official functions.

As he assumes command, Torre becomes the 31st Chief of the PNP. He is also the first alumnus of the Philippine National Police Academy (PNPA) — belonging to the Tagapagpatupad Class of 1993 — to lead the country’s 220,000-strong police force.

Torre conveyed his appreciation to President Marcos for the trust bestowed upon him, vowing to lead the police force with honor and to uphold public service and institutional integrity.

In his speech, the newly assigned PNP Chief laid out three key priorities under his leadership: prompt police response, unity and morale within the ranks, and accountability alongside modernization.

He stated that the PNP will institutionalize a standard three-minute emergency response time across major urban areas to ensure faster law enforcement action.

"This is not just a benchmark; it is a lifeline. Every call for help deserves immediate attention and action," said Torre.

"We will be present. Makikita niyo kami sa kalsada, sa komunidad, sa palengke, at sa bawat lugar na kinakailangan ng ating presensya, para magbigay ng kapanatagan ng kalooban. Kung nasaan man ang bawat Pilipino, sila ay ligtas," he added.

The second pillar under his leadership centers on fostering unity and boosting morale within the police force, underscoring that internal cohesion is vital to national security.

Addressing the police force, PNP Chief Gen. Torre said, “We expect the best from you in protecting others,” while assuring them of top-tier training, strong leadership, full support, and opportunities to grow within the institution.

For the third and final pillar — Accountability and Modernization — Torre emphasized the need to upgrade systems, improve investigative tools, and adopt innovative technologies that uphold human rights while maintaining public order.

"Sa buong kapulisan, nandito ako at ako ay lagi niyong kasama. Sabay nating haharapin ang lahat ng hamon ng ating organisasyon, at sabay nating pangalagaan at itaas ang dangal ng ating uniporme," Torre stated.

However, Torre emphasized that in return for his commitment, he expects dedication from the police force.

He stressed that recognition will go to those who actively uphold the three pillars: swift public response, unity and morale within the ranks, and accountability at all levels.

"Realtalk lamang. No need for endorsements under my leadership. Appointments will be based solely on merit and only the most competent will be entrusted with the right positions, in the right places," he firmly added.

Meanwhile, President Marcos commended outgoing PNP Chief Gen. Marbil for his leadership that shaped the police force into a body known for integrity, professionalism, and respect for human rights.

"Panatilihin mong malinis at marangal ang hanay ng ating mga kapulisan. Bilisan ang imbestigasyon sa mga kaso laban sa mga pulis na lumabag sa batas upang maibigay natin ang hustisya sa lalong madaling panahon," Marcos told Torre.

Ultimately, the President also urged the new leadership to strengthen police presence on the streets, ensure that more officers patrol the roads and watch over communities, especially in areas prone to crime and unrest.
