According to RH Boy Gonzales' report, the fire started on the second floor of a house and it spread to two neighboring houses and a garment factory.
The fire was immediately raised to the second alarm.
According to the Bureau of Fire Protection's (BFP) report, it took more than ten hours to put out the fire.
Supt. Leo Andiso, Deputy Manila Fire Marshal, said the firefighting was difficult due to the fabrics stored in the establishment.
A fire volunteer was reportedly suffocated and a firefighter was beaten by some residents for unknown reasons.
Two civilians sustained minor injuries.
In the initial investigation by the authorities, 15 families lost their homes and 200 garment factory workers were affected by the fire.
