

Navotas Representative Toby Tiangco has filed an ethics complaint against Ako Bicol Party-list lawmaker Elizaldy “Zaldy” Co, calling not only for his expulsion from the House of Representatives but also for the filing of a plunder case.
Tiangco’s complaint cited allegations raised by former DPWH Bulacan District Engineer Henry Alcantara during a Senate Blue Ribbon Committee hearing, linking Co to questionable infrastructure projects and alleged misuse of funds.
The complaint also referred to supposed insertions in the 2025 General Appropriations Bill, where Co served as chairman of the House Appropriations Committee during the 19th Congress.
The lawmaker further pointed to alleged ghost projects connected to Sunwest Inc., a construction company where Co has been identified as among the owners.
Co is currently overseas, and has not returned since then, but House Speaker Faustino Dy III has canceled his travel authority and directed him to return to the Philippines within ten days.
In a statement released on Tuesday, Co denied all accusations raised against him before the Senate Blue Ribbon Committee, saying he would respond to them “at the proper time and in the proper venue."
