Sufficient evidence found to file charges against Discayas — Azurin
by Alyssandra A. Pandez16 October 2025

Retired General Rodolfo Azurin Jr., Special Adviser of the Independent Commission for Infrastructure (ICI), revealed that there is now sufficient basis to file cases against contractor couple Curlee and Sarah Discaya, based on information gathered from the commission’s previous hearings.

In an exclusive interview of Azurin in DZRH’s Dos Por Dos, he shared that the case against the Discayas are still continuing despite having them as witnesses before to the ICI.

“Base po sa mga nagdaan po na mga pagdinig, nakikita po natin na sapat-sapat na po yun. Kasi yun pong pag-iimbestiga naman po sa mga kaso nila, continuing yun, ” Azurin said.

Azurin further disclosed that documents submitted by the Department of Public Works and Highways (DPWH) show that the Discyas had over 1,000 contracts with the agency, a number that could lead to multiple cases being filed against them.

This comes after the couple withdrew their cooperation with the ICI following confirmation that they would not be considered state witnesses. As a result, Azurin said it is possible that they may also be removed from the protective custody of the Department of Justice (DOJ).
