

Senate President Vicente “Tito” Sotto spoke with the Indepedent Commission for Infrastructure (ICI) to brief them on the government’s budget process.
In a report by RH 28 Raymund Dadpaas, Sotto said he spoke to the ICI—composed of Chairperson Justice Andres B. Reyes Jr., former Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson, and public accountant Rossana A. Fajardo—about the Senate’s role in devising the national budget and how insertions are typically introduced.
The Senate President previously explained that if an allocation does not appear in the Senate’s version of the General Appropriations Bill (GAB), the insertion may be added by the Bicameral Conference Committee or Bicam.
Regarding former DPWH Bulacan First District Assistant Engineer Brice Hernandez, Sotto confirmed that he had allowed Hernandez to retrieve the computer he left yesterday.
According to Senate President Pro Tempore Panfilo “Ping” Lacson, the Office of the Sergeant-at-Arms was already in possession of the said computer, but Hernandez changed his mind and had it sealed.
