Sotto floats declaring Chinese Embassy official 'persona non grata'

Senate President Vicente Sotto III on Tuesday raised the possibility of declaring a Chinese Embassy official in Manila "persona non grata" following continued attacks against Philippine officials critical of China’s actions in the West Philippine Sea (WPS).

During the deliberations on Proposed Senate Resolution 256, Sotto suggested that the Senate study the option of declaring Chinese Embassy Deputy Spokesperson Guo Wei a persona non grata in the Philippines after the latter repeatedly criticized Filipino lawmakers and government officials who have spoken out against Beijing’s illegal incursions in the WPS.

The proposal emerged amid mounting concern within the Senate after Guo allegedly dragged the entire chamber into his criticisms, particularly targeting 15 senators who signed the resolution no. 256.

The resolution condemns what lawmakers described as "interference" by the Chinese Embassy in the country’s internal affairs.

During plenary discussions on SR 256, Senator Risa Hontiveros presented Guo’s recent social media post, which reportedly criticized the 15 senators and even displayed their photos on the official Facebook page of the Chinese Embassy.

However, Senator Panfilo “Ping” Lacson pointed out that the Senate itself does not have the authority to declare a foreign diplomat persona non grata, noting that such power rests solely with the President.

In response, Sotto said the Senate could instead recommend to the President Ferdinand "Bongbong" marcos Jr. that the Chinese Embassy official be declared persona non grata, stressing the need to protect the country’s sovereignty and democratic institutions.

Meanwhile, the Department of Foreign Affairs (DFA) said it has already lodged a strong representation with China, expressing serious concern over the heated exchange of statements between the two sides. The DFA emphasized the importance of calm and professional communication, while reaffirming its support for Philippine officials defending the country’s sovereignty and maritime rights.

China, for its part, has reportedly filed a diplomatic protest against the Philippines over statements made by Philippine Coast Guard spokesperson Commodore Jay Tarriela regarding Chinese activities in the WPS.
